HGB is working on plan revisions for median opening. Right of way acquisition is ongoing.

The results of the Phase 1 and Phase 2 ESAs have been received.  Recognized environmental conditions were discovered at the 4 parcels of concern.  Soil and groundwater sampling reveals reportable conditions at 3 of the 4 parcels.  The City will be seeking Brownfield protection and exploring corrective actions as part of the acquisition process.

Once the remaining parcel (Tenenbaum) has been acquired, RFP for construction bid selection will proceed.

Portions of the right of way for acquisition were marked in August and September. Appraisal meetings and assessment began in August. Completion of ROW appraisals and acquisitions anticipated in Winter 18' or Spring 19'. RFP for Construction bid selection and approval will follow the ROW completion.

401 permit from the US Corp of Engineers was approved on May 18th. An RFP for construction was advertised, but was pulled from bidding in July, due to ROW acquisitions. Completion of ROW appraisals and acquisitions anticipated in Winter 18' or Spring 19'. RFP for Construction bid selection and approval will follow the ROW completion.

The right-of-way plans were finalized and submitted to the City on March 5. Consultant re-submitted the final plans on March 29.Consultant submitted the 401 permit to the US Corp of Engineers on March 19. Permit is expected to be approved by the middle of May. Consultant is preparing the special conditions , specifications which will be part of the bid documentation. Economic Development has submitted the DBE goals for the project on March 28. Bidder for ROW appraisal services to be approved in June, construction bids will be received in July, closing on ROW properties expected in October, and acquiring properties thru eminent domain expected in December. Construction bid selection and approval to be completed in January with construction to start Spring 2019.
