Scope: To construct 1) the Woodville/Dundee Canal Walking Trail included in the Woodville Neighborhood Plan and 2) Alfred Street pedestrian bridge.

Still waiting to receive title to the Dundee canal right-of-way (ROW) from Chatham County. Without the ROW construction of the trail is delayed. City and County attorneys are working to resolved this, hopefully, in 1st quarter of 2019. Final design plans for Alfred Street pedestrian bridge are expected to be approved with a site development permit issued by end of January 2019. Bidding cannot take place until the City completes sanitary sewer line relocation--which is expected to occur by the end of the 2nd quarter 2019. Bidding and construction is now planned for 3rd and 4th quarter 2019.

The Alfred Street pedestrian bridge plans continue to move through the permitting process. Bid documents are being finalized to include feedback received through the permitting process. Bids are expected to be received in early 2019 with construction taking place in mid 2019.

The Chatham County government owns the right of way (ROW) along the Dundee canal and the Commission agreed in April 2016 to transfer it to the City for the purpose of building the trail. The City Council agreed to accept the ROW and City staff subsequently made repeated attempts to have Chatham County transfer the ROW. Transfer of the ROW has not yet occurred. Transfer must occur before construction of the trail can begin. The Alfred Street pedestrian bridge design is complete, permitting reviews are under way and bid documents are being prepared. If all goes as planned this project would be bid in 2018 and construction completed in 2019.

Final design documents have been completed for timber boardwalks to be installed along the walking trail. Work on constructing the trail continues to be delayed until a section of the Dundee Canal right of way is conveyed from Chatham County to the City.

Year-to-date outcomes include: Final design documents have been completed for a pedestrian bridge on Alfred Street, and the U.S. Army Corps of Engineers has issued a permit for construction. CPD planning staff is currently working with Development Services on bid documents for project construction. Final design documents have also been completed for the Woodville/ Dundee Canal walking trail. Work on constructing the trail continues to be delayed until the canal right of way is conveyed from Chatham County to the City. During the third quarter, the project remained delayed due to property ownership issues. A letter to County Manager Lee Smith requesting the quit claim of a section of Dundee Canal for the trail project was delivered in August 2017.

The Coastal Incentive Grant application for funding will be resubmitted in January 2018 if the canal right of way has been transferred to the City from Chatham County by that time. Boardwalk design is completed. Additional funding is needed to complete the project.
